# Three Structural Shifts for Judgment Infrastructure

The authors outline three necessary structural shifts for leaders to create effective [[concept-judgment-infrastructure|judgment infrastructure]] and scale expertise through AI agents:

1. **Govern digital labor jointly.** Governance becomes a joint effort between business units, HR, and IT, treating digital labor as operational contributors rather than software — see [[concept-digital-labor-governance]] and [[action-form-joint-governance]].
2. **Turn managers into judgment architects.** Managers must evolve into [[concept-judgment-architect|judgment architects]] who operationalize their expertise into digital forms (e.g., [[entity-debbie-riazzi|Debbie Riazzi]], [[entity-nathan-mapp|Nathan Mapp]]).
3. **Cultivate thought-doers.** Organizations must cultivate [[concept-thought-doer|thought-doers]] — employees who collapse the divide between strategic reasoning and operational execution by building their own AI tools (e.g., [[entity-ramp-d27|Ramp]]).

Together these shifts convert commoditized model access into a durable, compounding moat (see [[claim-deployment-is-table-stakes]] and [[claim-codified-judgment-compounds]]).

**Enrichment note:** These shifts map closely to Deloitte / Structured Intelligence Group's "AI Operational Readiness Framework" layers (Operational Foundation, Data & Systems Readiness, Organizational Readiness, Governance & Risk Alignment, Scalable AI Enablement) and its "action governance" concept, which offer a more structured decision-rights scaffold for the same goals.
