# The Retrievable Layer vs. The Discretion Layer

**Definition:** The distinction between codified data that AI can instantly access (retrievable) and the contextual judgment required to apply or override that data (discretion).

Organizational knowledge splits into two layers:

- **The retrievable layer** — documented policies, transaction histories, and internal data that AI can instantly access, collapsing historical search costs. Exemplars: [[entity-mckinsey-lilli-d6|McKinsey's Lilli]] and [[entity-estee-lauder-consumeriq|Estée Lauder's ConsumerIQ]].

The key insight: *retrieving knowledge is not the same as exercising discretion.* AI can surface the data; it cannot reliably judge whether the data fits the moment.
